The author considered functions of management and classified them in three basic groups: 1. According to the contents of orientation of the system of sports movement (SM): forecasting; planning; propagation of SM; cultural-educational; political; methodical management. 2. According to the maintenance of the system of SM: normative regulation (development of normative and organizational bases of management); regulative function of SM; organizational; perfection of system of SM; development and acceptance of administrative decisions; personnel; material support; financings; informative maintenance; registration of the maximum sports achievements; perfection of the rules of competitions. 3. Operative management of SM: the realization of international sports connections; the role of sports competitions in development of contacts between people; the international values promoting moral development of separate athletes; strengthening of interethnic unity; guarding; the control and the account, including the estimation of all work, separate workers, performance of concrete tasks; the organization and realization of official international competitions. The functions represent rather complex mechanism in the system of public relations. They unite the general norms with individual vital situations, definite concrete public relations.
