The study is devoted to legislative relationships improvement inside Russian physical culture and sport, defining optimal system of physical culture and sport organization and management. As authors noted, positive experience of sports management in USSR and in leading foreign countries are not in use at the present time. The optimal legislative base elaboration will permit Russia not only to keep on its high level in elite sports, but to create better conditions for mass sports.
